My telegram of 20th ultimo General Lung
who is loyal to the President of the Republic moved from Wuchow with troops and on 1st August occupied Samshui. Some river gun boats have gone over to him. Troops are being moved by rebels to
oppose him.

Canton great exodus of people to Hong
Consul General at Canton says

Kwangtung Government have fully made attemp to take charge of Shameen telegraph office and threaten to cut it off from the Canton main office; Consul General has informed them that in that event the Hong Kong Government may assume control of the Chinese Telegraph Administration in the Colony. The Eastern Telegraph Company's Super- intendent in Hong Kong agrees concurs with me in I desire thinking that it would be justifiable: authority, if necessary, to take this step.
The telegraph between Colony and Shameen has observed neutrality and will continue to do so. Hong Kong everything quiet.
